· The Board congratulated Laura Rae on becoming Councillor for the Te Puke-Maketu Ward.
Community Board Grant Applications
· Community Board Grants were suppose to be agile and flexible. The consideration of applications twice a year restricted this. · The Community Board Grant Criteria was adopted by Council in 2000.
Traffic Management
· The costs of temporary traffic management had become a barrier for local event organisers. · The Governance Advisor would discuss with Council’s Transportation Direction options/direction to improve the affordability of traffic management for local events. This information would be fed back to the Board at its next workshop.
External Committee Updates
The Sustainable Endeavours Trust · A hui was being held at the Orchard Church at 5.30pm on 14 August 2024. This meeting was to bring together members of the community that were interested in the environment. · The present Trustees had agreed that if there was enough community interest, the Trust would be handed over to the people of Te Puke for the benefit of the Te Puke environment and sustainability projects. EPIC · Epic had renewed its contract with Council. An addition had been made to the contract which was that EPIC would provide support/guidance to other groups that were organising events.
Bay of Plenty Te Puke Indian Migrants Women’s Group · The Ladies night at the Memorial Hall was a success. There were both women and children of all ethnicities in attendance, with approximately 300 people in total. · Another Ladies night was being held on 9 August 2024.
Te Puke Community Fund · The Te Puke Community Fund were in the process of formalising a memorandum of understanding with AKORN to transfer the community held funds (from the Te Puke Centre that was not progressed) into a legacy fund. The intention was that the existing trustees would act as advisors to the trust. It was stipulated that the group wanted its own distribution panel that was separate from the AKORN distribution panel in Tauranga.

Rate Strikes · A query was raised about whether ratepayers were expected to cover the increased expenditure between July and the adoption of the Long Term Plan or would the new rates begin when the Long Term Plan was adopted by Council. · Staff noted that rates would strike when the Long Term Plan was adopted by Council, bills would be sent out following this and would be retrospective to 1 July 2024.

Executive Summary
1. The purpose of this report is for the Te Puke Community Board’s Chairperson to provide the Board with information and updates on events and matters within the community.
1. That the Chairperson’s report dated 26 September 2024 titled “Te Puke Community Board – Chairperson’s Report – September 2024’ be received. 2. That the Te Puke Community Board approves a budget of up to $6,500 from the Street Decorations account for new main street event flags. 3. That the Te Puke Community Board approves a budget of $10,000 from the Reserves Account to contribute to the costs of the installation of a Disc Golf Course at Donovan Park. 4. That the Te Puke Community Board approves a budget of $1,293.75 from the Contingency Account for the installation of public Wi-Fi in Heritage Plaza upon the completion of the Heritage Plaza refurbishment. 5. Firstly, I would like to make a special acknowledgement to Flare Outdoor Fireplaces New Zealand, Western Bay Concrete, Stratum Consultants, J.A. Russell LTD and Peter Boomer for seeing this project through till the end. The installation took four-six weeks, and each of you demonstrated commitment and applied a community minded approach to the task at hand, for this we thank you.
heritage plaza refurbishment
The Te Puke Community Board is in the process of finalising the concept design with the Landscape Architect. Furthermore, attached is a quote provided by RexNetworks Limited for $1,293.75 for the expansion of free WIFI into the Heritage Plaza upon completion of the refurbishment. This would be a suitable addition to the area.
The installation of a bbq area at ben keys playground
A cost estimate has been provided by Council’s Reserves and Facilities Team for the installation of a BBQ area at the Ben Keys playground which is outlined below:
BBQ: $10,000
Utilities (including a soak hole): $7,000
Concrete Pad and BBQ installation: $4,000
Total: $21,000
If pursued, this project will need to get approval from Council’s roading team as it sits on the road reserve. It is also important to consider that there is limited space at the playground and the above cost estimate does not include a shelter.
Cameron Road Safety Improvements
The Te Puke Community Board, along with Council staff, held an onsite hui at Te Puke Intermediate with Cameron Road residents on Wednesday 18 September 2024, to discuss the installation of a raised pedestrian crossing to improve the safety of pedestrians within the area.

The Te Puke Community Board will undertake a fresh new concept for our Te Puke signs and liaise with Council’s Transportation Team on the costing and logistics.
The main street flags
Under the guidance of Councillor Dally, the Te Puke Community Board are developing and purchasing new flags for the main street of Te Puke.
Te Puke memorial hall – removal of the yew tree
I have been approached to initiate a memorandum of understanding for the removal of the yew tree at the Te Puke Memorial Hall which sits at the right-hand side of the main entrance. The yew tree is causing structural damage to the building. I will continue to follow through with the signatories required from various organisations to ensure this happens in accordance with the Council’s Property Team.
Manoeka Bus Shelter
During our last significant weather event four weeks ago, the Manoeka Bus Shelter collapsed and what remained has now been removed by Council contractors. The Te Puke Community Board has been approached to see if we can undertake a replacement infrastructure for the rangatahi in Manoeka Village as we have done before.
Disc Golf course at donovan park
The Te Puke Community Board commissioned a course design for a Disc Golf Course at Donovan Park. Although this is not a Community Board project, we are keen to contribute to this project where we can as it progresses.
Te puke trees and vegetation
A local group of people have undertaken a citizen stocktake of our notable trees and intend to provide the Community Board feedback as to what they discovered and some recommendations for our consideration. The roadside vegetation on the Western entry to town, that was originally funded through the Te Puke TEL offset funding, has recently been trimmed. The issue of over-spraying causing the death of the original underplanting and decorative grasses, requires a rethink of how we maintain the original investment. The original trees that were planted and subsequently died have also not been replaced. At present, the service contract for the area does not require replacement planting of dead plants and barren areas. If this is allowed to continue, the attractiveness of our town entrance way will continue to decline.
Te puke community fund
It has come to my attention that the Te Puke Community Charitable Trust (formally the Te Puke Centre Charitable Trust) is in discussion with Acorn Foundation to resettle the community funds held by the Trust to establish a legacy fund called the Te Puke Community Fund. As part of the process the trustees have negotiated that a local panel be established to distribute any proceeds of the fund. The suggested membership of the distribution panel will be made up of delegated Community Board members and representatives of local iwi. The Board has been asked to consider the ongoing panel’s processes becoming a function of the Te Puke Community Board. This is an exciting opportunity but will require careful consideration and further investigation by staff.

Attachment 1 is the community guide to emergencies ‘Prepare for an Emergency’. This document has been prepared by Deputy Chair Dale Snell and Council’s Senior Emergency Management Advisor. Thank you both for your due diligence and collaboration on this document. This brochure is a great resource for the community.
Gardens on wheels
This year Gardens on Wheels will be part of the Garden and Arts Festival Garden Trail. The free community event is being held in Te Puke on Sunday 17 November 2024 between 10am – 3:30pm. The event is a public display of all sorts of gardens on all sorts of wheels, a showcase of landscape design and artistic flare all in one place that is free to the public to enjoy.

Long-Term Plan updated
The recent consultation on the Long-Term Plan (LTP) received 587 submissions, which represents approximately 1 percent of the residents within our district. The feedback was reviewed, and deliberations were held throughout August 2024. The Annual Plan, Long-Term Plan Committee has recommended that Council adopt the revised plan on 26 September 2024.
The journey has been a difficult one, with the now historic and inflationary and interest rate pressures playing it out over time. Rates affordability has been a significant factor in the process. There was line by line scrutiny of the proposed plan, with prioritisation of spending and a review of internal expenditure which made a significant change from our start position. However, we are still left in the inevitable position of projected rates increases into the future.
Te puke spatial plan update
The information gathered through the pre-engagement stage is currently being worked on to develop a draft plan which will be put out for consultation.
An opportunity to view the large map and hear an update will be at the Te Puke – Maketu Ward Community Forum at 7.00pm on 25 September 2024, at the Orchard Church.
ReprEsentation review update
The draft proposal for the final Representation Review will be decided on September 12, 2024, and will be released for consultation. This is later than anticipated due to a change of legislation that has delayed the process. Council was required to reaffirm or rescind its decision it made in August 2023 to establish Māori Ward/s. This meeting was held 2 September 2024, and the outcome was to reaffirm the decision. This means Māori Ward/s will be established for the 2025 election, alongside a binding referendum being held to determine whether the ward continues after that term.
Transportation Update
The long overdue upgrade of No 1 Road is about to get underway. It has been a slow process with several hurdles that needed to be overcome, but we are there. Work is due to commence in mid October 2024, with the widening and rehabilitation on the section 58-193. This work is scheduled to take 24 weeks. The lower section from the Te Puke highway to 58 is under planning and will be done as soon as it is practical to do so.
The No 4 Road Bridge has been given the final approval and construction is expected to begin late October with completion in late February-early March 2025. The location is next to the Bailey Bridge on the downstream side. This was decided upon due to better alignment for long vehicles and the ability to do most of the work without causing significant disruption during construction.
The effects of the change in roading delivery are being seen with residents noting a significant improvement in response and quality of the work. This is set to continue as the delivery is shifting to have more of an emphasis on locally led.
A recent announcement by the Transport Minister, Simeon Brown, committed significant investment by Central Government to assist Councils to improve local roads. We await further details on what this means for our district. However, specific state highway investment has been confirmed around the Tauranga City area that will help to improve the traffic situation there.

Background
2. As part of the State Highway 2 revocation, NZTA Waka Kotahi set aside $100,000 for the refurbishment of Heritage Plaza when Jellicoe Street was reduced to one lane.
3. The Te Puke Community Board (the Board) has identified the refurbishment as a key project it would like to progress. To enable this to happen a Landscape Architect was contracted to create three concept designs based on three high level budget options.
4. The three budget options were as follows:
i. $100,000 (NZTA Waka Kotahi funding)
ii. $150,000 ($100,000 NZTA Waka Kotahi funding and $50,000 Community Board Roading Account)
iii. $200,000 ($100,000 NZTA Waka Kotahi funding and $100,000 Community Board Roading Account)
The Board approved a budget of an additional $100,000 from its Roading Account on top of the $100,000 from NZTA Waka Kotahi.
5. Following feedback from the Board on the three concept designs, the Board opted to move to a developed design phase. To progress the project, the Board must approve and adopt the developed design as shown at Attachment 1 and 2. Following the adoption of the developed design, the Landscape Architect will progress into detailed design (subject to the Boards approval). Once the detailed design has been completed, it will be returned to the Board for approval. At the detailed design approval phase, the Board will have to refine its budget for the project.

there has been a proposed change in the approach for delivering the Te Puke CRRC. Due to their current projects and capacity Tapuika indicated that the project would sit better under the umbrella of Colab. Tapuika would remain a partner in the project. Council has suggested that at this point it may be better to set up an advisory board as per Councils RESOLUTION SPC23-1.4. This could consist of Tapuika, nominated Colab member(s) and a Council representative. Council also mentioned that we see Cath’s role as the Community Activator which would be pivotal in getting this project off the ground and believe this contract should sit with Council directly. At this stage we have not heard back from Tapuika on the proposal. We will be able to report on the next steps when a new contract with Colab is in place.
Council staff had a brief meeting with a Tapuika representative who was going to familiarise themselves with the project before responding on Tapuika’s ongoing involvement with the project. |
