Role and Purpose of Community Boards:

Members are reminded of the need to be vigilant and to stand aside from decision making when a conflict arises between their role as an elected representative and any private or other external interest that they may have.
A period of up to 30 minutes is set aside for a public forum. Members of the public may attend to address the Board for up to five minutes on items that fall within the delegations of the Board provided the matters are not subject to legal proceedings, or to a process providing for the hearing of submissions. Speakers may be questioned through the Chairperson by members, but questions must be confined to obtaining information or clarification on matters raised by the speaker. The Chairperson has discretion in regard to time extensions.
Such presentations do not form part of the formal business of the meeting, a brief record will be kept of matters raised during any public forum section of the meeting with matters for action to be referred through the customer contact centre request system, while those requiring further investigation will be referred to the Chief Executive.

10.1 Chairperson's Report - December 2022

Katikati Community Board 2022-2025
The newly elected Katikati Community Board is now in place with John Clements as Chairperson and Norm Mayo as Deputy Chairperson, supported by Andy Earl and Teresa Sage who is moving from Ōmokoroa to the Katikati Ward. The Community Board has got off to a positive start. It has held a workshop and discussed people’s interest and strengths so that we could allocate portfolios and sitting on various community committees. Norm Mayo has significant experience in infrastructure, Teresa Sage is interested in youth and health, Andy Earl is involved in the creative and sporting area along with roading and John Clements has volunteered for Economic and Environmental.
The Board also indicated its keenness to work with the Community Committee under Councillor Margaret Murray-Benge and Convenor Anne Henry in addressing ward wide issues. The Katikati Chairperson has met with the Waihī Beach Chairperson to discuss ward issues including housing, health and economic development outside of the main streets, and believe that such a committee has merit given the economic growth taking place in the ward.
Katikati RSA
Katikati RSA approached the Community Board regarding some initiatives they had taken and these have been taken up by the Board and Council has responded.
Reserves have identified the three key items below and suggested a way forward for each item.
1. Memorial seat - As the seat is proposed to be located near the hall, Reserves have referred the RSA request to the Strategic Property Manager who manages the Council land that the hall is located on. The property team will touch base with the Hall Committee who lease the land; however, Reserves don’t see the proposal as being an issue, as RSA have highlighted that the Hall Committee are supportive of the proposed memorial seat. Property Department will be in touch with RSA in November 2022.
2. Relocation sites for the 40/60 Bofors gun – With regards to the relocation of the 40/60 Bofors gun, Reserves Manager thinks the RSA are best to approach the new Katikati Community Board and staff with a suggested list of sites that the RSA think might be suitable to relocate the gun to. The RSA’s suggested sites could be presented to the Community Board in the public forum part of their meeting agenda. The Community Board can then consider the sites in relation to the recently adopted Town Centre Plan and the Katikati/Waihi Beach Reserve Management Plan. Subject to the preferred sites, eg road reserve vs corporate land, relevant staff can provide feedback to the community board on any preferred sites before a final site can be considered and agreed to. There would also need to be an agreement entered into for the terms and conditions of the gun being on Council land.
3. Cemetery Shelter – Reserves are trying to locate the old weather shelter design and will share it with you along with costings once we have the design to hand.
Katikati 150th Anniversary
It is pleasing to hear that plans are already underway for Katikati’s 150th Anniversary. It is a Ward Anniversary as Athenree, and Waihī Beach were involved in the early establishment of Katikati and we are keen to work with them. There are initiatives underway but no overall co-ordination as yet and the Community Board, supported by Council, would like to be involved in co-ordination and facilitation of this event as it is a momentous occasion. Francis Young has requested he present at the Community Board meeting, to which I have agreed.
Three Waters Reform
The community would appreciate an update on the expected outcomes of the Three Waters legislation which is now before parliament.
1. How will it affect or impact Council revenue and borrowing capacity?
2. Can Council explain at a high level, how much revenue will Three Waters contribute to Council?
3. How could Services and rates be impacted?
Staff Comment:
The most updated information, and answers to these questions can be found on the Council website: https://www.westernbay.govt.nz/council/projects/three-waters-reform. Council will continue to update this position as transition arrangements develop.
Acknowledgement to Parks and Reserves
The Board has received acknowledgment from areas of the community that the grass cutting services seem to have improved. During the elections many of the candidates were asked about the state of Katikati and felt the standards had slipped over recent times and the town was looking drab. The Community Board has committed to address this and will arrange a survey around the town and engage with Parks and Reserves to see how this could be best addressed.
World Avocado Conference
At the July 2022 Community Board Meeting it was noted that in 2023, New Zealand is hosting the World Avocado Conference. In addition to Katch Katikati’s current plans, other community organisations will hopefully look to engage in attracting people and exhibits to Katikati. Is there a contribution Council can look to make to support such an event?
Council indicated it has an events budget to assist with event support across the District. Council said they would be happy to assist with any conference that comes to Katikati/the district, this support can be with a financial contribution and the assistance of the Events Specialist. The Community team also has strong links and provides funding to Tourism Bay of Plenty so can generate their support also. The Community Board would like to know if this has been progressed and what assistance they would like from the Katikati Community Board.
Embankment Erosion
Embankment at or near the bird walk bridge appears to be collapsing – what action is to be taken and when? Is it tied in with the concreting of the pathway?
The Katikati Community Board would like to know when this may be remedied as the erosion has increased with the heavy rains. Western Bay of Plenty District Council has obtained permission from Bay of Plenty Regional Council (BOPRC) to remedy the areas of slumping on the esplanade reserve bank below the bridge (eastern side of the channel).
Staff Comment:
The extension of the existing rock rip rap to address the current area of erosion will take place prior to the construction of the new shared pathway. The erosion protection work is likely to occur in February/March 2023
The shared pathway project is currently out for tender.
Intersections – Tetley and Morton Rd.
The Tetley Road roundabout has now been opened up and work has begun on the Morton Road roundabout which is slowing traffic down. An update by Waka Kotahi would be appreciated.

Proposed Pavement Upgrade
The Community Board is keen to get the Pavement Upgrade and Market Square underway. Is there any further information on the proposed pavement upgrade, including costings? The last minutes indicated Boffa Miskell had been approached in a preliminary discussion for design ideas – is there any progress on this? Community Board members have some ideas to remove trip hazards due to kerbs and this would be beneficial to many members of the community. The footpath costs need to be considered and prioritised in conjunction with other spending options like Market Square. There were discussions with Waka Kotahi and Council regarding the Town Plan and the Community Board has requested they be briefed on these discussions.

10.5 Katikati Open Air Art - Memorandum of Understanding

1. This Memorandum of Understanding between Western Bay of Plenty District Council and Katikati Open Air Art is to identify and record areas of common interest between the parties as well as continue the relationship and positive work for the community.

Background
3. Katikati Open Air Art (KOAA) was formed in 1990 with the purpose of boosting the local economy by promoting Katikati as tourist destination, through publicly displayed art being a point of interest.
4. KOAA is supported by many businesses and organisations as they rely on grants and donations (some of which are provided by Council) to maintain their volunteer and tourism work for the town.
5. Based at Katikati museum, KOAA helps to promote local artists and the Katikati mural town. Festivals, gallery exhibits and mural contests are just some of the events that KOAA support to keep the town flourishing.
6. KOAA seeks that the Katikati Community Board become a signatory to the Memorandum of Understanding.
Significance and Engagement
7. The Local Government Act 2002 requires a formal assessment of the significance of matters and decision in this report against Council’s Significance and Engagement Policy. In making this formal assessment there is no intention to assess the importance of this item to individuals, groups, or agencies within the community and it is acknowledged that all reports have a high degree of importance to those affected by Council decisions.
8. The Policy requires Council and its communities to identify the degree of significance attached to particular issues, proposals, assets, decisions, and activities.
9. In terms of the Significance and Engagement Policy this decision is considered to be of low significance due to there being minimal risk to the community.

10.6 Christmas and New Year Rubbish Collection

Executive Summary
Christmas and New Year fall on Sunday this year. Kerbside Collections are not impacted this year and usual collections will continue.
Our recycling and greenwaste centres may have different opening hours and days to usual over the holiday period. These days and hours will be available on the gates at the centres and on Council’s website at westernbay.govt.nz/summerinfo
All centres are closed on Saturday 24 December including Katikati & Athenree Recycling Centres. Ōmokoroa greenwaste drop-off is also closed on Saturday, 24 December 2022.
Council will also advertise the holiday opening days and hours on social media, Antenno and local newspapers. Flyers will be distributed at the recycling centres.
The mobile recycling trailers will finish up for the year on Saturday 17 December, 9am to 1pm at Te Ranga School and start up again on Saturday 7 January at Omanawa Hall and BP Pongakawa, 9am to 1pm.

Transportation - Road Improvements LED Lighting
Description: Council owns and operates 2,500 streetlights on local roads. Close to 100 of these are LED. Installation of LED lights reduces power consumption by 60%. Cost reduction is on the energy charges as line charges are a fixed fee. Waka Kotahi offered an 85% subsidy to invest in the street light conversion conditional upon it being completed by June 2021. Council decided to participate in this.

Marshall Road Urbanisation Project
Description: Upgrading of Marshall Road from Middlebrook Drive to Tetley Road including pavement rehabilitation, drainage improvements, retaining walls, new concrete footpaths and shared paths.

Works will commence early 2023.

Description: Construction of a 2.5m shared path between Reretukahia Road and Marshall Road.

Description: Develop cemetery to meet demand.

Staff were recently tasked with assessing the suitability of the land for potential Papakainga housing in addition to it’s planned use as a cemetery/urupa. A desktop assessment of the existing Geotech information has now been undertaken by Geotech consultants which confirm that the land is suitable, subject to a more detailed (housing development appropriate) geotech investigation. The Geotech assessment is nearing completion.
What's Next
Progress the detailed Geotech investigation supporting the papakainga housing idea and report the outcome of this.
Also, complete the report for Council’s consideration for the uplifting of the reserve classification of the land, which will be subject to statutory processes to enable the land to be used for urupa/cemetery or Papa kainga purposes.
ASSET & CAPITAL
Highfields Stormwater Pond Development Trial
Description: Trial to convert the Highfields Stormwater Pond from a dry pond to a permanent wet pond/lake.
What’s Happened:
Groundwater monitoring will be completed this year with the final report to be completed in the new year.
What’s Next:
The team are now working towards completing outlet modifications, dredging the pond and retaining wall. These will need to be approved by Regional Council and is subject to contractor pricing.
Western Water Renewals
Description: Renewal and upgrade of water infrastructure.
What’s Happened:
Contract has been awarded to Loveridge Ltd to upgrade the water network along Middlebrook Drive. Investigations are underway on Wharawhara Road intersection improvements which are scheduled to be built next financial year.
What’s Next:
Middlebrook Drive is complete. Wharawhara Road and SH2 intersection to be designed.
Katikati WWTP Upgrade
Description: Upgrade to the Katikati WWTP to ensure compliance with Council Resource Consent.
What’s Happened:
Katikati WWTP has had some ongoing compliance issues. The UV channel is due to be commissioned before Christmas. Beca have completed the masterplan and are currently working on the Basis for Design for the treatment upgrade.
What’s Next:
Upgrade the WWTP to meet resource consent. Preliminary works and geotechnical investigations are scheduled to begin in the new year along with design for the upgrade. The upgrade will consist of a specifically designed nitrogen removal plant recently trialled at the plant.

Christmas & Summer Holiday Hours for 2022/2023 - Kerbside Rubbish & Recycling, Recycling Centres & Mobile trailers

Kerbside collections will remain unchanged, residents can continue to put their bins by out by 7am on their normal day.
We are asking residents with holiday rentals to make sure their visitors know about pay-as-you-throw (PAYT) tags, where to purchase them and how to attach them correctly through both loops to the red lid rubbish bin.
Recycling & Greenwaste Centres
Council’s recycling and greenwaste centres may have different opening hours and days to usual over the holiday period. Holiday makers should check the website or gate signs before they go. All centres are closed on Saturday 24 December including Katikati Recycling Centre.

Mobile Recycling Trailers
What Happened:
Two mobile recycling trailers makes its rounds in the rural part of the district on a rostered basis. They were named by our customers - Sustainabox and Recyclasaurus Rex.
The trailers visit Omanawa Hall, Te Ranga School and BP Pongakawa. The next outing and what can be recycled can be found here.
What’s Next:
Council is gathering data and consulting with regular users to see if the trailer visit frequency and time on site is meeting the needs of the communities using the trailers.
Establishing Community Resource Recovery Centres
What Happened:
A feasibility study (with community and tangata whenua consultation) is underway to look at the viability of establishing community led resource recovery centres in Athenree, Katikati and Te Puke.
What’s Next:
Assess the results from the feasibility report for next steps.
Emergency Management
Description: Support the Katikati Community to be Resilient in the event of an Emergency.
What’s Happened:
Monthly drop in sessions were held earlier in the year at Katikati Library. This allowed the Emergency Management team to be available to the community to discuss personal and household preparedness to further build community resilience.
Staff have met with the Kauri Point Community Response team to discuss their reviewed Kauri Point Community Response Plan.
Created a Community Guide to Emergencies brochure, printed and delivered to the Kauri Point community.
An emergency preparedness presentation was presented to the management of the Summerset Retirement Village and followed up with a second presentation to the residents at Summerset Village.
Emergency management staff had a stall at the Katikati Market to raise awareness of Emergency preparedness.
Meetings have taken place with St Pauls Church which has been identified as a potential civil defence centre in the event of an emergency.
Preparedness education resources have been made available to all schools throughout Western Bay of Plenty including Katikati Schools.
What’s Next:
The Team will continue to engage with the aim to officially re-establish a Katikati Community Response Team from the organisations already in place to support the community in an emergency.
Working with the community to strengthen capability of Community Led Centres capable of standing up during an emergency event in Katikati.
Work on a review of the Katikati Community Guide to Emergencies.
