Executive Summary

The purpose of this report is to provide the Katikati Community Board an overview of Community Board Infrastructure Projects currently being undertaken in the Katikati area as well as to provide an overview of engagement and operational matters from across Council that relate to the Katikati Community Board.

Recommendation

That the Senior Governance Advisor’s report dated 2 April 2025 titled ‘Katikati Community Board - Projects and Operations Report – April 2025’ be received.

Council led projects are reported on through the Projects and Monitoring Committee and on Council’s ‘Your Place Tō wāhi’ website. Some ongoing projects in the Katikati Community Board area include:

-    Highfields Stormwater Development Pond

-    Katikati Wastewater Treatment Plant Upgrade

-    Katikati Outfall

-    Heron Crescent Elder Housing

-    Dave Hume Pool Projects

-    Katikati Industrial Area

MARKET SQUARE

Project Description

Develop the carpark behind Main Road buildings, and beside the library to a multi use space that also includes a market square.

A Project Manager has been appointed and is working through the tenders. Once an approved contractor has been identified a project plan will be developed and circulated to the Board.

The Board resolved to allocate $200,000 towards this project from the Katikati Community Board Roading Account. Additional funding for this project will come from the Katikati Town Centre Development Fund.

OUTDOOR TABLE – NOBLE JOHNSON DRIVE

The Community Board has supported a community initiative to have a bespoke outdoor table at Noble Johnson Drive. 

At the November 2024 meeting, the Board resolved to support the recommended location for a table to be installed at Noble Johnson Drive. The Reserves and Facilities Team are awaiting the final design of the table and seating for final approval. Funding for the concrete pad and installation costs will need to be arranged. Once funding has been allocated, Council staff can arrange the for a contractor to carry out the installation of the concrete pad and furniture.

MOORE PARK CONCEPT PLAN

Project Description

The Community Board has allocated funding towards progressing a concept plan for the area of Moore Park that broadly relates to the proposal for netball courts and a Youth Hub.

At the 12 February meeting, the Board allocated $500 towards a concept plan. An architect has been arranged, and Council’s Reserves and Facilities Team are continuing to engage with the relevant groups regarding the proposal.

The Chairperson requested information on the Council resolutions passed in relation to what had been spent from the Katikati Town Centre Development fund prior to making any decision on the matter

At the previous Katikati Community Board meeting on 12 February 2025, the report was left to lie on the table until further information about past resolutions had been provided to the Board. The information requested was circulated to the Board in March and the report is now included for consideration at this meeting.

November 2023

The Board requested that the Katikati Sports and Recreation Society be invited to present at a future Katikati Community Board meeting regarding the Moore Park Concept Plan.

The Chairperson has been invited to attend the 2 April 2025 Katikati Community Board meeting.
