1 Present
Members are reminded of the need to be vigilant and to stand aside from decision making when a conflict arises between their role as an elected representative and any private or other external interest that they may have.
A period of up to 30 minutes is set aside for a public forum. Members of the public may attend to address the Board for up to five minutes on items that fall within the delegations of the Board provided the matters are not subject to legal proceedings, or to a process providing for the hearing of submissions. Speakers may be questioned through the Chairperson by members, but questions must be confined to obtaining information or clarification on matters raised by the speaker. The Chairperson has discretion in regard to time extensions.
Such presentations do not form part of the formal business of the meeting, a brief record will be kept of matters raised during any public forum section of the meeting with matters for action to be referred through the customer relationship management system as a service request, while those requiring further investigation will be referred to the Chief Executive.

7.1 Liz Farrell – Ōmokoroa Community Led Development |
Ms Farrell was in attendance to speak to the Board regarding proposed funding to Ōmokoroa for Community Led Development. She made the following points: · She presented to the Community Committee requesting funds for Community Led Development, which was allocated for other communities within the district. · She was seeking clarification on what the next steps would be to ensure that they were taking the right steps to make this a reality. · They were currently working alongside Council’s Community and Strategic Relationships Manager to undertake preliminary investigation as to what the scope of the Community Led Development role would encompass, noting that there was a consultant who would start this work in July 2024. · She sought support from the Community Board on the project, whether it was in relation to funding or support through the proposal within the upcoming financial year. |
The Senior Governance Advisor would follow up to understand the correct pathway for this request to help clarify what the project would need to continue with some sort of budget, following the initial scope work of the consultant.

The Mayor encouraged Ms Farrell to make a submission to the Long Term Plan (LTP). The General Manager Regulatory Services noted that the work being undertaken by the consultant would be important in supporting the submission, as it would clearly identify what the funding would be used for, and ensure there was a group established to facilitate the project on an ongoing basis. |

9.5 Ōmokoroa Community Board - Projects and Operations Report - June 2024 |
The Board considered a report from the Senior Governance Advisor. The report was taken as read with further discussion on the below projects:
Lighting at Boat Club · The Chairperson clarified that the work being sought for this project was for interim lighting through the winter months, rather than an attempt to address all lighting concerns. · The Boat Club had installed some lighting to help with club members while they were there, noting that this was only on during times that the Boat Club was open. · There was concern that there may have been an opportunity missed in helping to address a small part of the problem, noting that a full lighting strategy could take a long time to progress. · It was noted that the issue of prioritisation was one that the Board would continue to debate and challenge each other on throughout the triennium.

There was some discussion for clarification regarding the additional funds requested. It was noted that due to overall material cost increases and the additional mowing strips, the recent quote was higher than what was initially sought. The Board was also reminded that the initial quote was sought by the Ōmokoroa Sport and Recreation Society over a year ago. |

Rate Conversations
I have had several conversations with residents, concerned as to how they will manage the increase in rates alongside the not inconsiderable cost of living pressures. In most cases the people I have conversed with are retired, with fixed income. In most cases I have advised them they should lobby their Councillor[s] as they represent them.
Community Matching Fund
Following the email from our Senior Governance Advisor [thank you], I forwarded this out to as many contacts who I thought would consider an application.
I also encouraged/directed them to the website for further information, which can be found here.
I also highlighted the Ōmokoroa information session which took place 16 July 2024 and the Ōmokoroa Library and Service Centre.
By-Election Results
On behalf of our Board, I want to congratulate Chris Dever on his success in the by-election. We look forward to his contribution over the balance of this triennium. I also want to acknowledge Murray and Steve for standing, and to their supporters who actively participated in the process, noting voter turn out was low at 36.84% but far above the Maketu-Te Puke by-election which polled at 20.92%.
Grant Process
The Community Board Grant Policy was adopted by Council and the eligibility criteria is based on two principles:
1. The Principle of Strategic Fit – Applications for Community Board Grants will only be considered if the funding relates to activities/projects that are in accord with Council’s Strategic Directions.
2. The Principle of Public Benefit – Applications for Community Board Grants will only be considered from community groups or individuals that can demonstrate that the activities/projects will results in a public benefit primarily for residents of the relevant Community Board area.
The Governance team have suggested the following:
1. That the Community Board have two meetings a year that they process grant applications. The first being the meeting before Christmas (October/November) and the second being the last meeting before the end of the financial year. This way the Council’s Communications team would be able to send out announcements regarding Community Board grant applications. This is looking to be implemented across all five Community Boards so the communications can be consistent.
2. The Board look at how their grants are dispersed in terms of amounts, perhaps consider a cap on the amount i.e. anything under $1,500.
Community Group Updates
Ōmokoroa Environmental Managers Inc (OEMI) – Member Hughes
· OEMI, in conjunction with MenzShed Ōmokoroa (who are coordinating the design and build), are working closely together on the planned Bird Hide in Cooney Reserve. The larger Bird Hide (Stage 1) is close to completion. Stage 2, the planned Kuaka (Godwit) Sculpture, has been designed, and is set to start construction within the next few months. The smaller Bird Hide (part of Stage 2) will be set to start construction near the end of the construction of the Kuaka sculpture. Consents are being worked through with Council. The project is fully funded with support from TECT, Western Bay District Council, BayTrust, The Centre, Rotary, Lions, FreshChoice Ōmokoroa and a significant donation from the Wright Family Foundation. It has been a marvellous joint effort to date, with significant support from numerous supporters and organisations, including the Western Bay District Council.
· In conjunction with Ōmokoroa Point School Godwit/Kuaka Festival being planned for 10 November.
· Friends of Cooney Reserve – weeding and planting program being actively worked on – with welcome support from Council, including in particular the Reserves and Facilities Volunteer Coordinator, and the Reserves and Facilities Manager.
· TOLO – fully booked till the end of the year with art, and photography exhibitions etc. Bookings being taken for next year. Regular usage by Citizens Advice Bureau, local MP Scott Simpson and others.
· Friends of Kaimai Views – active weeding program (including removal of mignonette vine and tubers), and planting programme.
· Pest Free Ōmokoroa – very active programme with coordinators and volunteers working almost every day.
· Precious Reserve – planned planting programme progressing.
· MenzShed Ōmokoroa – very active in and for the community. Almost 50% increase in membership (50 to 71) within the last 6 months.
· Farewell to Council staff Steven White – welcome to Jessyca Bernard.
· All these groups represent the threads of this community, each strong in themselves. Together working with the support of many others, including Council, building a stronger and vibrant community.
Ōmokoroa Community Policing Group – Member Hughes
· Community Patrol – is active and working closely with NZ Police. Up till early to mid May a busy period reporting crime. Still working through possible purchasing of a new Community Patrol vehicle to replace the current one. A one off issue of not being able to access the garage where the Community Patrol vehicle is located. Changes in communication requirements from NZ Police.
· Identification of a number of funding sources that could assist the Community Policing Group.
· Reporting of issues of concern through to Council. Working on how to strengthen this from all sides.
· Neighbourhood Support – now has at least half of the dwellings in Ōmokoroa. In the process of setting up Area contacts to each look after several street groups – trialling this first on Harbour Ridge, with once sorted then looking at Te Awanui Waters and Kaimai Views. Looking at how to arrange for the Area contacts working more closely with NZ Police.
· Some graffiti – which is being well controlled and quickly removed.
Ōmokoroa Community Emergency Response Team (CRT) – Member Hughes
· The Community Response Team has recently increased its coordinating group membership from 6 to 10 members, including 2 new members who have had extensive involvement in this area with the Canterbury District Health Board, and KiwiRail, respectively. The CRT now meets monthly. It is now very active in setting up its systems to cope with an emergency or disaster, and focussing very soon on how to ensure that the community is well aware of the CRT’s presence and role in such circumstances. The team is very grateful for the support given by Councils Community Resilience Advisor and Team Lead Emergency Management.
Ōmokoroa Sports and Recreation Society – Member Bell
Ongoing Member group and informal use of the Ōmokoroa Pavilion continues to grow, a clear indication that the facility is well-received and increasingly popular within the community. This continues to the main focus for the Ōmokoroa Sports and Recreation Society.
There were some anecdotal complaints passed onto the Sport and Recreation Society about the condition of the lower field, particularly after damage caused by summer line marking. Councils Reserves and Facilities Team has made contact with all reserve users to highlight the need for responsible methods of line-marking on Council reserves.
Ongoing feedback has also been provided to the Ōmokoroa Sports and Recreation Society regarding the underutilisation of the Old Pavilion Space.
Public Art Ōmokoroa – Member Bell
The Public Art Ōmokoroa (PAŌ) is continuing its work in facilitating Public Art in Ōmokoroa. As well as a number of ongoing projects, PAŌ has made a proactive push to widen the group’s membership and representation, hosting two public events highlighting the work they do, and what Public Art is. These two events were successful, with new supporters of PAŌ recruited, as well as new committee members.
The main feature of the group’s next big project – Tane’s three kete of knowledge – carved from Black Walnut, are finished and the group is anticipating receiving a proposal from Pirirākau for the next stage of this project soon. This project will be installed, fittingly, at the Ōmokoroa Library.
Finally, the recently completed Western Avenue mural will be formally handed over to the community sometime in Autumn, with a formal blessing and celebration of the Mural artist’s work rounding off another successful community art project.

Updates
Long Term Plan (LTP)
The last of the LTP community consultation events was held in Ōmokoroa on Saturday 15 June and then those who wished to present their feedback in person were able to do so before the LTP Committee on 26 June 2024.
Council
At the 13 June 2024 meeting, Council formally adopted the SmartGrowth Strategy 2024-2074 as recommended by the SmartGrowth Leadership Group at its meeting on 27 May 2024.
Also adopted at that meeting were the 2024-2025 Dog Control and Health Registration Fees as well as the Schedule of Fees and Charges 2024-2025.
Community Committee
The feedback from the three Ward Forums was received at the 18 June meeting and action points noted.
Each year the Community Matching Fund - Environmental Fund allocates a trance of money to community groups for environmental projects. This year the committee decided to reduce the fund distributed to community groups by $20,000 and investigate contributing that $20,000 to potential joint funds with other funding partners for community-led environmental initiatives, thus increasing the potential funding pot for some projects.
Strategy and Policy Committee
At the 20 June 2024 meeting the contentious issue of a Dog Park in Ōmokoroa was discussed and a compromise result was accepted with a decision to defer the decision on a dog exercise area in Ōmokoroa until such a time it can be considered through concept planning of the proposed future ‘Ōmokoroa Active Reserve’ at the corner of Prole Road and Ōmokoroa Road or some other suitable area, but not Links View or Precious Family Reserve.
With that weighty issue resolved, the committee adopted the Public Art Policy that had been out for consultation. Various suggestions/improvements from the public were included in the final adopted policy.
Also changed as a result of public feedback was the adopted Beach Road Boat Ramp and Surrounds Concept Plan.
Not quite so far advanced was the proposed draft concept plan for Tahawai Reserve, which is now out for public feedback.
The Housing Action Plan was received as was the submission on the Māori Wards Bill.

At the meeting held 9 April 2024 the Board requested for a full street light analysis/audit to be undertaken. |
A Street Lighting consultant has been engaged to produce an enhanced street light design for The Esplanade, adjacent to the Boat club, ramp and on-street car parking facilities. Once the design and cost estimate this has been received and reviewed by Council, it will be forwarded on to the Board for consideration accordingly.

There are multiple groups interested in leasing the Ōmokoroa-Pahoia Sea Scout Den. However, since the building lacks necessary facilities such as toilets and running water, it does not meet current building code standards for club meetings. |
Three prices received to complete the tasks for CCC standard but still to allocate the job. Contact now made by the Reserves and Facilities Team Leader Operations with the neighbour to ensure access to the boundary alongside the structure when required to complete the work. The shed will continue to NOT have running water or toilet facilities as this remains beyond the scope of the shed. |

At the 21 November 2023 hui, the Board approved to fund $30,530.50 to construct the concrete steps with stainless steel handrails, on the north side of the Ōmokoroa Pavilion. At their June 2024 hui the Board approved an additional $5,000 due to the increase in costs. |

Further clarification was sought regarding the additional tennis court impacting the availability for off-street carparking, as it was understood that the concept plan included, provided alternative carparking, which was now in place. The Board requested an update on the timing for the proposed active reserve on the corner of Ōmokoroa and Prole Road, as staff had noted a hardcourt may be considered for this reserve. |
The off-street parking that would be affected was in reference to item 16 of the concept plan rather than the ‘alternative car parking’ identified as item 26, which was already in existence, just in an unformed state. This was upgraded through the Western Avenue Urbanisation Project. (See below)
The timing of development of the active reserve would be in 7-8 years. The concept planning for the proposed active reserve and engagement with the community is yet to take place, to determine the recreational needs to cater to growth.

Request for clarity over next steps for Liz Farrell regarding the Ōmokoroa Community Led Development |
Staff workshopped this item with the Community Committee on 13 June 2024. This provided an overview of what had happened to date, as well as a clear understanding of what needed to happen and why. The Community team are working closely with Liz Farrell and other interested members, and this is being reported back to the Community Committee. Both Councillors and the Ōmokoroa Community Board Chairperson sit on the Community Committee so can provide appropriate updates to the Board when required. This will also allow them to have a clear understanding of where this project is at, and if the group require any additional support. No further action is required in relation to this MAS – the MAS has now been closed off. |

Executive Summary
This report provides the Community Board with a two-monthly monitoring of its operational budget. Attached are the financial statements for the period ended 30 June 2024 (Attachment 1).
